Actually, snipers usually set themselves up in the few low-sec highway systems (Ginger Magician comes to mind) and at 0.5-0.4 gates. Belt pirates are more likely in your regular low-sec systems behind the chokepoints.

I wasn't disagreeing, just saying that they're rare in comparison with actual belt pirates. Otherwise, let me know where this saturation of gate snipers are, as I've only seen one, and I cruise through Domain/Everyshore low-security areas all the time.

How are you going to protect them from a 175km-distance battleship? The only thing you can do before you yourself are in a battleship is use armor repairers on the freighter, and that assumes the battleship doesn't do the math and turn your ass into meat before returning to destroying the freighter.
